The VET stands for Vocational Education and Training. It’s ‘help’ with your ‘fee’. Straightforward, really. You don’t pay for your course up front, the government does. It’s not ‘free money’. It’s a loan.
The Australian government pays your course for you, and then you pay the government back, when you can afford it. The idea is - you do your course, get the skills, get your dream job, and then pay for the course, with ease.
You don’t repay a thing unless you earn more than $53,345, per annum, repaid after that at 4%, taken out at tax time.
